If you take the cubic inches x rpm then divide that by 2 ( four cycle ) then divide that by 1,728 to convert to cubic feet.

289 x 6000 divide by 2 then divide by 1728 = 500 cfm

This is considering 100 percent volumetric efficiency and 6000 anticipated rpm

Using 6500 rpm you would get 543 cfm.

Considering you are using a dual plane intake with a slight cut out in the centre divider
the 600 cfm carb is large enough.

If you are trying to decide between a vacuum secondary or a double pumper good luck getting an opinion 10 people will agree on.

I prefer vacuum secondary in most cases.
I would consider using a secondary power valve also.

You said "The Engine must have good street driving manners."
I think that camshaft may be a little much.

"Historic Rally" how big a track is this, or more important how long are the straight aways?

Lastly ,I am not a person to consider only Holley carbs.
